Public Budget Control
The Instituto de Estudos Socioeconômicos - Inesc is a non-governmental organization whose institutional mission is to contribute towards improving the representative and participative democracy, in order to ensure human rights through the articulation and strengthening of the civil society, to have it influencing the national and international governance forums.
Notably regarding the budgetary theme, Inesc develops the following activities to achieve its mission:
· Monitors the public budget, trying to interfere on the elaboration and execution of the budgetary laws;
· Produces analyses and provides budgetary data to strategic partners and, through newsletters, provides technical notes, reports and general communication;
· Performs the political articulation to increase the social expenses, the right to access information, and the transparency of public information to allow the society's participation and social control;
· Advocates for proposals submitted to the National Congress oriented to build and institutionalize channels to the civil society’s participation in the public budget formulation;
For that, Inesc participates in the Brazilian Budget Forum (Fórum Brasil de Orçamento - FBO) - www.forumfbo.org.br – a room to the political articulation of the civil society entities. From April 2006 to April 2008, Inesc had a seat in the Executive Secretariat. One of the FBO duties, among others, is to be protagonist in the analysis processes and hold public hearings with parliamentarians and competent authorities to discuss the budgetary laws. Jointly with the FBO organizations, Inesc works on outlining draft amendments to the budgetary proposals to be analyzed by the Mixed Budget Commission (Comissão Mista de Orçamento).
One of Inesc’s missions is to translate the technical information on public budget into a more didactic language. In that sense, Inesc prepares booklets to facilitate the Brazilian population’s perception on the relevance of the public budget and on how it affects our lives.
Moreover, Inesc delivers courses to its partners in the organized civil society. Focusing on the budget, the courses aim at strengthening the popular political actors in face of the State and governance institutions.
Inesc carries out activities on training and political mobilization in the field of public budget oriented to social leaderships. The broader focus of all those initiatives on training, qualification and awareness-building is to work on the public budget in the light of advocacy of rights and combat to imbalances.
