Inesc presents the manifesto of NGO national platform for the creation of International Resource Centre and the reinforcement of non governmental diplomacy. NGO National platforms occupy a special place in the international solidarity movement of associations. They are at the service of their member NGOs to help improve the quality of actions undertaken for the most vulnerable people living in all countries in the world. They also help mobilise the member NGOs to give a joint response to national, regional or international issues. In this way, they help give shape and strength to what we call “participative democracy”, which complements and gives more meaning to representative democracy.

Analyses carried out by civil society organizations for the review process on Financing for Development (FfD) highlight the fact that governments are facing a double challenge at the up-coming FfD Conference in Doha: On the one hand, they have to find ways of substantially increasing the transfer in real terms of public resources to the South, while ensuring that public revenue is generated and mobilised for poverty eradication, decent work, achieving gender equality, and improving the livelihoods of the population.

Since the 2002 Monterrey Conference, financial flows to support the achievement of the Millennium Development Goals (MDGs) and other internationally agreed goals, especially in the South have remained grossly inadequate, unpredictable, and volatile. The rapid growth of global capital flows has not automatically led to a corresponding increase in means available for poverty eradication and decent work.
