“Public Budget Monitoring and Social Control”

The purpose of this project is to contribute toward strengthening channels for the participation of civil society in organizations of the State. Among the actions supported by this project, the following ones stand out:

•    contributions of Inesc to building the political reform platform; http://www.participacaopopular.org.br

•    initiatives to foster closer links between civil society and official control agencies, particularly the Brazilian Court of Audit - TCU;

•    joint efforts with the Brazil Budget Forum to build and defend the passage of a Fiscal and Social Accountability Law.

“Political participation and social control by indigenous peoples in Brazil”

This project was designed to support measures to strengthen indigenous movements in Brazil through actions in support of an informed protagonism of indigenous communities, leaders and organizations with a focus on ensuring their right to participate in and socially control the definition of policies and programs affecting them.

Supported by this project, Inesc has, during the past three years, given special attention to policies, programs and budgets of the federal administration earmarked for indigenous peoples, and has produced periodic analyses and publications, trained indigenous leaders to intervene in a propositional and informed way in the preparation and implementation of public policies, and facilitated the development of political links among indigenous organizations in the north, northeast and south regions of Brazil. In this area, Inesc is a benchmark both in indigenous environments and among non-governmental organizations engaged in actions in support and defense of indigenous rights.

“Socio-environmental rights and the public budget”

The purpose of this project is contributing toward strengthening the capacity of organizations and networks working to ensure socio-environmental rights to exercise social control on public environmental and infrastructure policies (electricity and transportation) in the Amazon region, including on loans and investments in other South American countries.

This project is mainly focused on expanding and strengthening links and exchanges with social organizations and movements of other countries located in the West Amazon region for the purpose of defining and implementing joint strategies to pressure the governments of those countries, regional governance mechanisms, and multilateral cooperation agencies working in the Amazon watershed - particularly the IRDB, IDB and OCTA.

 “Participation of civil society in regional integration processes”

This project was mainly designed to foster debates on regional integration processes, particularly the Mercosur, through joint actions involving civil society organizations and congresspersons of different Latin American countries with the aim of democratizing these integration processes.

In this project, the actions carried out by the Interamerican Parliamentary Front and civil society organizations deserve special mention, in connection with which Inesc plays the role of Executive Secretariat. The purpose of the Front is to define common strategies for congresspersons to act in an articulated manner with civil society in the different legislative branches of the Latin American continent, including the Mercosur Parliament.

 “Defending Rights and Monitoring the Budget for Children and Adolescents”

This project is focused on defending the rights of children and adolescents through political monitoring and advocacy actions designed to improve federal laws and ensure more funds to policies for children and adolescents in the federal budget. It also contemplates initiatives designed to strengthen articulation spaces dealing with children's and adolescent's issues, particularly networks and forums.

“Global Call for Action Against Poverty – Together for Equality

This project is focused on strengthening links, projects, actions and activities aimed at fighting inequality, poverty and discrimination in all forms, besides reaffirming Human, Economic, Social, Cultural and Environmental rights – HESCERs as a parameter for building public policies. It is an international articulation which defends the relief of the foreign debt of poor countries, fair trade rules, improvements in the quality of international aid, and greater transparency in public policies and spending.
